The case for a National Registration System for Jamaica was first discussed in the 1970s. The concept was that each person from birth should be issued with a unique number, which would be used when transacting business.
- In 1990, the Electoral Advisory Committee (EAC) made a recommendation to the then Minister of Justice (who was responsible for electoral matters), for the establishment of a body to implement a National Registration System.
- In 1993, the Cabinet approved the establishment of a National Registration Unit in the Ministry of Health, by way of Cabinet Decision No. 33/1993.
- In 1995, the Cabinet, by way of Cabinet Decision No. 45/95, gave approval for the tabling of a National Registration Bill.

- In 2006, the Cabinet approved the proposal for the implementation of a NIDS, as well as, amendments to the existing draft National Registration Bill, by way of Cabinet Decision No. 12/06. Based on the Cabinet Decision, the Bill was withdrawn for redrafting and resubmission at a later date.
- The Cabinet, by way of Cabinet Decision No. 40/08, recommitted to the implementation of a NIDS by 2010.
- In July 2011, approval was given for the National Registration Unit to be transferred from the Ministry of Health to the Office of the Prime Minister.
- In September 2011, the Government of Jamaica received a US$670,000 grant from the Inter-American Development Bank, in order to commence the preparatory work required for the implementation of NIDS.
- The Official Launch Ceremony for the NIDS Project was held at Jamaica House on September 27, 2011.
- In December 2011, by way of Cabinet Decision No. 48/11, Cabinet gave approval for the development of a NIDS Policy.
- In August 2012, eGov Jamaica Limited (then Fiscal Services Limited), entered into a Memorandum of Understanding with the Government of Jamaica, to provide technical support in the management of the ICT consultancy required to design the NIDS architecture.
- In September 2013, the NIDS ‘Green Paper’ Policy Consultation Plan was developed.
- In October 2016, Cabinet approved the NIDS Policy for tabling in Parliament as a White Paper, by way of Cabinet Decision No. 34/16.
- In November 2016, the NIDS White Paper was tabled in Parliament. [Click here to view White Paper]
- In April 2017 a two-stage procurement process commenced for the NIDS solution.
- In June 2017, Prime Minister Andrew Holness, opened the debate on the National Identification and Registration Bill in Parliament.
- In September 2017, the Bill was passed in the Lower House.
- In November 2017, the Bill was passed in the Senate.
- In that same month, the Government of Jamaica passed the National Identification and Registration Act (NIRA 2017). The parliamentary Opposition was not present. (Click here to see the Bill)
- In December 2017, the Inter-American Development Bank approved a US$68 million loan to the Government for the NIDS and other projects.
- In February 2018 the GOJ signed a loan agreement with the IDB for US$68 million
- In April 2018, the second stage for the procurement of the NIDS solution commenced involving three (3) consortiums: PBS et al.; IDEMIA et al.; and NEC de Mexico SA de CV et al.
- In May 2018, Mr Julian Robinson, General Secretary for the People’s National Party (PNP), filed an action in the Supreme Court seeking declarations that sections of the NIRA are unconstitutional.
- In October 2018, the Supreme Court heard arguments in the case “Robinson, Julian v The Attorney General of Jamaica.”
- In March 2019, the cabinet approved the award of a contract to PBS, with that company having scored the highest during the two-stage procurement process that commenced in April 2017.
- In April 2019, the Supreme Court ruled that the National Identification and Registration Act (2017) was “null and void, and of no legal effect.”

- Prime Minister, the Most. Hon. Andrew Holness, on Tuesday December 15, 2020 tabled the National Identification and Registration Act, 2020, which makes provisions for a voluntary and secure National Identification System (NIDS) for Jamaica. [Click here to view the New Bill ]
A Joint Select committee was formed in December 2020 to review the new NIDS Bill.
The first sitting of the Committee started on January 5, 2021. Various groups, organisations and individuals were given the opportunity to make submissions to the Committee.
On Tuesday July 6, 2021, Hon. Delroy Chuck laid on the Table of the House of Representatives the Report of the Joint Select Committee on its deliberations on a Bill shortly entitled the National Identification and Registration Act, 2020.
The House of Representatives on Tuesday (July 20) approved the Report of the Joint Select Committee on the National Identification and Registration Act, 2020. This legislation makes provision for a voluntary and secure national identification system (NIDS) for Jamaica.
On July 20, 2021 a Bill shortly entitled THE NATIONAL IDENTIFICATION AND REGISTRATION ACT, 2021 was tabled.
On September 21, 2021, debate on a Bill shortly entitled THE NATIONAL IDENTIFICATION AND REGISTRATION ACT, 2021 started in the House of Representatives.

A contract was signed with Fujitsu Limited at the Office of the Prime Minister (OPM) on Friday May 6th, 2022 to facilitate the Digitisation Of Records process at the RGD.
The Government unveiled the design of Jamaica’s first National Identification (ID) card. The uniquely designed card was revealed by Prime Minister, the Most Hon. Andrew Holness, and Minister without Portfolio in the Office of the Prime Minister, Hon. Floyd Green during his contribution to the 2022/23 Sectoral Debate in the House of Representatives on Tuesday May 24, 2022.
